The I-5 Rose Quarter Improvement Project being delivered by ODOT is one project that is part of a larger effort to invest in Portland’s historic Albina neighborhood and Black communities.
Several other ongoing and planned projects being delivered by other agencies and organizations will transform the historic core of Lower Albina into an innovative, inclusive, vibrant, affordable, mixed-use neighborhood:

The City of Portland's and Albina Vision Trust’s Reconnecting Albina Planning Project complements the I-5 Rose Quarter Improvement Project by creating long-term urban development strategies for Lower Albina, including the highway cover, centered on restorative redevelopment.
