Construction Underway to improve safety and travel on I-5 through the Rose Quarter

Crews install construction entrance mats near the entrance to the stormwater construction site as part of erosion control measures.
The I-5 Rose Quarter Improvement Project broke ground on the first phase of construction August 25, 2025. This phase focuses on maintaining existing facilities and preparing the I-5 Rose Quarter area for future construction phases.
Work includes:
- New stormwater facilities near the junction of I-5 and I-405 that will enhance Willamette River water quality by improving filtration of stormwater runoff from the interstates.
- I-5 bridge work to preserve existing infrastructure, including necessary bridge maintenance and retrofitting for seismic resiliency.
- Extending the existing merging lane along southbound I-5 from the Moda Center to the I-84 ramp and Morrison Bridge/OMSI exits to create more time and space for merging.
- New signage for highway safety and future construction.
Construction of this phase is expected to continue through the end of 2026.

Work Happening Now: Stormwater Facilities & I-5 Bridge Work
In August and September, construction crews installed jobsite trailers, completed land surveys, located underground utilities, and installed fencing and erosion control measures at the stormwater site. Crews also began measuring existing bracings on I-5 bridges over NE Oregon St to confirm details for the fabrication of new seismically resilient braces.
This month, crews will continue to prepare sites for seismic retrofitting by measuring additional braces, removing lead paint, and installing anchor bolts in reinforced concrete on I-5 supporting structures above NE Lloyd Blvd and NE Oregon St. Crews will also begin excavation for the bioswale stormwater filtration facility.
Upcoming Traffic Impacts
Some local street traffic impacts are expected on NE Oregon Street and NE Lloyd Boulevard near the Oregon Convention Center as crews continue preparing sites for seismic retrofitting.
